I would say they were probably being jerks and harassing business owners like all good city “Building Services”. But no… It was just raining and they needed to purchase something. 🙂 I might be thinking of inspectors anyway. I see that guy driving around every once in a while… Seems to be always smoking a cigar? Who does that?
