  1. You probably have a bad high pressure check valve letting pressure get trapped behind a solenoid, then the solenoid isn’t able to open against the pressure. If there’s no solenoid after the pump, never mind.

  2. I just noticed the title after I posted my comment – it’s not at zero PSI, the gauge is spun all the way around because of trapped pressure. That confirms a check valve problem and pressure trapped behind a solenoid. There was probably nothing wrong with the old pump either. You can prevent it from happening again if you remove the low-pressure check valve between the pump and the tank.
